At looooong last, the Outer Senshi are complete!
All I have to say is:
*Chibiuso is a bonafide brat (hence the fedora) who hates being the pink sailor scout, and openly questions the benefit of fighting in tuxedos. Also, instead of a clarion, he uses a similarly themed sling shot.
* Luna and Artemis are dogs in this world because of reasons.
* Pluto as always is too debonair for words (and I feel that in this universe, his feelings for Mamora are much more consequential to the story)
* Neptune and Uranus were a tricky pair for this project. I decided to go the route where Neptune embodies a very masculine presence and Uranus a more feminine one (so that the story points stay mostly the same with the boys being attracted to Haruka and intimidated by/in awe of Neptune ). Of course, gender is not binary, so there are many directions I could have taken these two, but hopefully this solution is satisfactory for now.
* Saturn is a bamf (and coincidentally looks a bit like the love child of Mako Mori and Haku here...)
